FEMA published updates to three NFIP guidance documents: Flood Insurance Manual, Claims Manual and the Standard Flood Insurance Policy Commentary .  FEMA has made these changes to clarify existing instructions, provide new information, and “reflect an ongoing effort to deliver clear direction in an easy-to-understand format.”

Elizabeth Asche, Assistant Administrator, Federal Insurance, stated, “Our commitment to improving the customer experience includes making our NFIP products and processes less complex and more understandable for all agents, insurers, and policyholders.  That is why we regularly update our claims and underwriting manuals in plain language so insurance professionals can provide policyholders with consistent and reliable service.

The updated Flood Insurance Manual will apply to flood insurance policies issued on or after October 1, 2025.  The Claims Manual and the Standard Flood Insurance Policy Commentary took effect on June 1 and will apply to flood insurance claims occurring during the 2025 hurricane season.
