Flood Resilience Caucus Responds to FEMA Review Council Report

The Flood Resilience Caucus has articulated NFIP priorities in their Response on FEMA Review Council Report Key Recommendation 7 – Reform the NFIP for Financial Stability and Risk Resilience, a letter addressed to DHS Secretary Markwayne Mullin, FEMA Administrator Cameron Hamilton, and Members of the FEMA Review Council.  This letter follows CSFI’s public comment, submitted in June, in response to Docket DHS-2026-0067

The bipartisan Flood Resilience Caucus is co-chaired by Reps. Troy Carter (D-LA), Mike Ezell (R-MS), Lizzie Fletcher (D-TX), and Randy Weber (R-TX); Reps. Cleo Fields (D-LA) and LaMonica McIver (D-NJ) also signed on.  In their letter, Members of Congress affirmed that they “support the goal of a durable and financially sound National Flood Insurance Program, but any reform must also lower premium costs while improving protection for the homeowners who depend on the program.”  Further concerns of the Caucus include pulling the lowest-risk policies out to private insurers, leaving NFIP holding a more concentrated pool of higher-risk properties, driving up average losses, shrinking premium revenue, and deepening the program’s debt to the Treasury.

CSFI collaborated with congressional offices on this letter, which cited information provided by CSFI.
