FEMA Review Council Meets with Insurance Commissioners, Reinsurance Association of America

The FEMA Review Council continues to meet with stakeholders in advance of their report deadline of November 16, 2025.  National Association of Insurance Commissioners (NAIC) and the Reinsurance Association of America (RAA) have recently met with the Review Council.  At both meetings, the importance of NFIP reform was discussed.  NAIC highlighted the need for “stability for policyholders by passing a long-term reauthorization of the NFIP” and “support for mitigation initiatives, such as premium discounts for resilient construction, tax-preferred savings for mitigation, and parity for state mitigation grants.”   Frank Nutter, President of RAA, said, “We urge the Administration and Congress to reauthorize the NFIP and work with our industry and states to expand the private flood insurance market’s role and provide property owners more flood insurance options, rather than rely on limited federal aid after an event.”
The third meeting of the FEMA Review Council occured on Thursday, August 28.  The final report of the subcommittee is due in November, 180 days from the first public meeting on May 20.  the Final Report Subcommittee is led by former Mississippi Governor Phil Bryant and Michael Whatley, Chairman of the Republican National Committee.
