The National Association of Counties (NACo) adopted two relevant resolutions at their 2026 Annual Conference in New Orleans in July 2026.  These resolutions are now integrated into the 2026-27 American Counties Platform.

One resolution implores FEMA to provide more transparency on Risk Rating 2.0 and urges Congress to include provisions in the reauthorization of NFIP that ensure equity, address affordability, and empower counties. Specific asks for NFIP include: identify community–level or territory–level risk factors, like “concentration risk,” while identifying how jurisdictions can work to improve their score; implement a public–facing premium estimator, building upon the direct–to–consumer Quoting Engine tool, to
improve participation and risk communication; and facilitate a formal third-party technical review of the methodology to evaluate possible inaccuracies, disclose margins of error and implement prospective innovations.

Another resolution serves to urge “congressional attention and action in creating a commission to assess public policy options that may stabilize homeowners insurance affordability, improve homeowners insurance availability and mitigate property risk exposure to natural catastrophes.”  NACo specifically cites CSFI’s white paper, “Policy Options for a Natural Catastrophe Insurance Program,” and expresses support for the resulting Commission on Natural Disaster Risk Management and Insurance Act (H.R.8439).
